Management Staff
David Povero
Chief of Police
David Povero has strong ties with the Covina community, starting his City of Covina employment as an overnight parking enforcement officer. He later attended the Los Angeles County Sheriff’s Basic Police Academy in 1989 and returned to Covina as a Police Officer in 1990. Chief Povero has extensive experience in the field and investigative operations, serving eight years as a detective handling complex crimes. He progressed through the leadership ranks of Sergeant, Lieutenant, Captain, and most recently Chief.
Ric Walczak
Captain
Ric Walczak was hired as a police officer in 1996. He was born and raised in Covina, attended Northview High School and was a Covina PD Explorer before attending the Los Angeles County Sheriff’s Academy. Captain Walczak worked in the Patrol Division as a training officer and member of the Area D mutual aid platoon before being selected to serve as a narcotic/gang detective.
Daniel Regan
Captain
Daniel Regan was hired in 1990 as a jailer. He graduated from California State University Long Beach in 1992 with a Bachelor’s Degree in Criminal Justice. He was hired as a sworn police officer in 1992 and graduated from the Los Angeles County Sheriff’s Department Academy in 1993. During his tenure, he has been a Field Training Officer, K9 Officer, Detective, and SRT member (2002-2020). Dan was promoted to Captain on May 14, 2022 and currently manages the Investigations Unit, K-9 Unit, Firearms Unit and the Records Units.
Ryan Davis
Lieutenant
Ryan Davis joined the Covina Police Department in 2004. He has obtained a bachelor’s degree from Chapman University and is in the process of obtaining his Master’s degree from the University of San Diego. During his career, he has worked as a Field Training Officer, Detective, and Special Response Team Member. He has participated in the annual Baker to Vegas relay run nine times and was the Captain of our most recent team which partnered with the Azusa Police Department and Claremont Police Department.
Antonio Zavala
Lieutenant
Antonio Zavala was hired as a police officer in July 2001. Prior to joining Covina PD, Lieutenant Zavala served active duty in the United States Marine Corps from November 1992 until March 2001 and continued serving the Marine Corps Reserve until April 2004. Lieutenant Zavala initially worked as a patrol officer and later as a Field Training Officer.
Mike Robison
Lieutenant
Mike Robison was hired as a police officer in 1996. Lieutenant Robison attended the Rio Hondo Police Academy. Robison worked in the Patrol Division as a training officer and member of the Area D mutual aid platoon before being selected to serve as a narcotic/gang detective. He was one of the original members of the Special Response Team and was later assigned to investigate the most serious crimes as a Crimes Against Persons detective.
